Because I belong to an group of animal welfare advocates in the Philippines, I can read the numerous discussions between group members and people who, seems to me, just signed up to make an urgent plea for help. There were two this week who begged for assistance concerning two dogs who were tied up under rain and sun with no food nor water. One was described to be on the verge of a heat stroke. The images that filled my mind disturbed me immensely, but I am also encouraged at the same time.
There is a growing number of animal welfare advocates in the Philippines and ordinary citizens are beginning to reject animal cruelty, willing to take personal action against it. Just from this website, I can see from the visitor data that many are seeking information on how to report animal cruelty in the Philippines. You can find my previous post on the subject HERE.
Keep in mind that your complaint has legal standing via the Philippine Animal Welfare Act which is also known as the RA 8485. This law gives you the power to complain. Familiarize yourself with RA 8485. For example, denying an animal adequate care is a violation of the law. Keeping a dog tied up under the sun and rain is a violation of the law. Keeping a dog on a very short leash that it can no longer move around or stand erect is a violation of the law. So, when you seek assistance, you're calling because there is a law being violated, and not just for pity's sake. That means that the law enforcement agency, officer, barangay captain must investigate. As a citizen, demand a response. Animal abuse is a legitimate area of concern. Animal abuse is NOT acceptable. If you haven't done so, print a copy of the animal welfare act and submit it to your barangay government for their information.

I could suggest that you contact the Animal Kingdom Foundation, and asked for their advice. They are an NGO animal welfare group who specializes in combating the dog meat trade. Katay or pulutan in the neighborhood is, for me, part of the dog meat trade. Their website is http://www.animalkingdomfoundation.org/
and contact info is suzanne@compass.com.ph . I know that they stake out neighborhoods that have a high incidence of dog slaughter. They probably can work with you on working with your local barangay officials. Many barangay officials do not know about the animal welfare act. They have to be told that they are breaking the law.

Please identify yourself to Anna Cabrera of the Philippine Animal Welfare Society at philpaws@yahoo.com. I already sent your comment to her via email. What you have witnessed is a violation of the animal welfare act, and the barangay official must be held liable for this cruel act. You can still do something about this incident by working with PAWS to educate, if not prosecute, violators. You can do an affidavit and they will take it from there.

Kahit na gusto natin na walang animal cruelty sa mundo natin, kailangan pa rin ang responsible pet ownership. Alam ko na maraming aso sa daan ngunit ang tamang gawin ay hind sila dapat layas sa daan. Siguraduhin mo ng mayroon kayong record ng treatment niya at ng kanyang mga sugat. Ito and magiging base ng complaint mo against Urbe. Thanks for commenting. I was informed by PAWS that there will be an effort made next year to amend the animal welfare act to include stiffer penalties for the wrongdoers. I agree that penalties should hurt, and not be a mere inconvenience.

Alam mo, ilan taon na ang nakaraan na ang mga istudyante ng De La Salle University sa Manila ay nag-campaign laban sa pag-load ng hayop sa bottom compartment ng mga public bus. Gumawa pa nga sila ng stickers para ilagay sa compartment mismo na nagsasabin, " No Live Animals Here - Violation of RA 8485. "
Kung hindi mo pa alam, ang RA8485 ay ang Animal Welfare Act ng Pilipinas. Tignan mo sa internet at basahin mo ang mga provisions ng batas na yan. Ang mga hayop natin ay may karapatan na hindi saktan, sadya man o hindi.
Ang alam ko na makakatulong sa iyo dyan sa Pilipinas ng higit ( nasa America ako ) ay ang Philippine Animal Welfare Society (PAWS). Base sila sa Caloocan. Nabangit ko na sa kanila ang kaso mo.

Sabi ng Direktor ng PAWS, Ms. Cabrera, kakausapin nila ang Victory Liner at iba pang bus lines tungkol sa paglalagay ng hayop sa bottom compartment. Marami na raw namatay na hayop doon dahil sa init.
At saka, huwag kang sumulat ng text-style kundi diretsyon spelling. Mahirap basahin ang text spelling at saka hindi pormal na panunulat iyan.

Thank you for your comment. First of all, I would like to commend you for being above the muck, above the ignorance, and apathy. It's good to hear from someone out there who obviously loves animals and rejects cruelty. You are not alone. Animal welfare and rights are growing concerns in the Philippines. Animal lovers are organizing against this widespread ignorance that is the root of all this cruelty.
There is a link on this post to the Animal Welfare Act of the Philippines. I know that the Philippine Animal Welfare Society (PAWS)informs barangay officials of its existence, its provisions, as a step towards educating the people. I know, some barangay officials themselves eat dogs, but that only means that they too need to change. You can print this document from the link and gvie it to your barangay officials and tell them it is against the law to slaughter dogs. If you need some help on this, you can ask for assistance from PAWS at philpaws@yahoo.com We still have a long way to go with criminal prosecution of animal abusers in the Philippines, but we already have some cases on the books and the number is growing.
A second point I would like to make is that, in case you are able to, and this is difficult from a personal point of view, is to take photos for evidence. If you are able to, and with a official affidavit filled out, you and PAWS can file charges against the dog killers. Without an affidavit, there cannot be a legal complaint. It's just the way the law works. Please do not lose hope. We need people like you to serve as voices for the voiceless animals.

as of 10AM, passing by E. Rodriguez Ave, I saw around 5 DPWH guys looking at at dog in the middle of the side street. The dog was limping and one of the guys had a steel hook. For almost a decade i pass by E. Rodriguez and i often see the dog and it's companion playing around sa harap ng talyer. malapit ito sa pcso. if coming from cubao, it's a few blocks after PCSO to your left. yun mga DPWH, mga naglilinis ng imburnal. Kung nauulol na yun aso, maiintindihan ko kung bakit, pero hindi naman lumalaban yun aso. tahol ng tahol yun kaibigan niya. parehas black and white yun 2 aso. Hindi ko nakita kung ano itsura nun mga nakatayo doon dahil panay sila nakatalikod. Sana mabigyan hustisya ang inosenteng aso. If may pupunta ngayon, sila lang ang naglilinis ng imburnal sa area na yun ng e Rodriguez. i've already sent email to PAWS for this. I hope they have people in the area.
